In partnership with the University of Lorraine and with the support of the Association of Mayors of Meurthe & Moselle and the Grand Est Region, IAE NANCY and the Centre de gestion 54 have launched the creation of the University Diploma for Town Hall Secretaries (DU SEMA), a university-based, professional training programme.

The job of secretary-general of a town hall covers a very broad field of action and therefore requires a high degree of versatility and general knowledge of public law and budget management.

Level 5 qualification (bac +2) available on a degree course.

Objectives

The University Diploma in Town Hall Secretaries is designed to meet the recruitment needs of local authorities and public establishments in the Meurthe & Moselle department for positions as town hall secretaries.

The job of town hall secretary covers a very broad field of action and therefore requires a high degree of versatility and general knowledge of public law and budget management.

Public sector employers are looking for trained, operational candidates for this job. The course offers students the opportunity to learn about the wide range of skills required for this position and enables them to acquire the knowledge and know-how to be effective in their future professional roles.

The Diplôme Universitaire Secrétaire de Mairie is designed to meet the recruitment needs of local authorities and public establishments in Meurthe & Moselle for town hall secretary posts.

Organisation

PACE OF TRAINING

335 hours of lectures and tutorials in subjects such as the local authority environment, civil status, town planning, legal management, financial management, human resources management, management, communication, project management, etc. The courses are taught by lecturers-researchers and local authority professionals.

8 weeks, or 280 hours, of practical work experience , which will be the subject of a work experience report and a viva. In addition to the compulsory work placement, it is possible to carry out one or more periods of immersion in a local authority or public institution. These take place throughout the theoretical training, alternating with classes or during school holidays.

Course programme

The diploma is made up of 3 blocks of skills, a long work placement in a local or regional authority, 30 hours of methodological support and 5 hours of assessment.

These modules will consist of lectures, tutorials and practical exercises.

 

SKILLS MODULE #1

SUPPORTING AND ADVISING ELECTED REPRESENTATIVES

Management of local authorities

  • Chairing and facilitating various local council meetings
  • Drafting minutes and reports
  • Filing minutes and reports

Implementation of local projects

  • Developing the council’s projects
  • Managing relations with stakeholders
  • Implementing planned actions and decisions
  • Assessing the legal risks of a project
  • Advising the council on the risks associated with a project
  • Ensuring the legality of legal documents produced by the council

 

SKILLS MODULE #2

PROVIDING SERVICES TO THE LOCAL COMMUNITY

63 hours

 

Reception and visitor information

  • Provide all relevant legal information
  • Respond to requests from people

Preparation of administrative documents

  • Issuing civil status certificates
  • Issuing planning permissions
  • Managing burial plots

Preparation and organisation of electoral processes

  • Updating the electoral register (registration, removal of voters, requests for changes)
  • Organising elections and polling stations
  • Verifying the accuracy of the election results from polling stations

MANAGING MUNICIPAL SERVICES

The Town Clerk Diploma enables you to :

  • BE RECRUITED DIRECTLY by local authorities and public bodies as a contract employee initially (pending success in the competitive examination for editor or administrative assistant).
  • TO INTEGRATE CDG54’S TEMPORARY ASSIGNMENT SERVICES to carry out replacements within the local authorities and public establishments that are members of the service, or to temporarily reinforce their teams.

Conditions of admission

The diploma is open to :

  • Jobseekers and disabled jobseekers
  • Civil servants (from the three civil services) undergoing professional retraining (mobility, incapacity, job loss)
  • Students on initial training

Jobseekers and students must hold a baccalauréat or equivalent.
Public-sector employees must be working in the civil service.

Specific features for local authority employees who are medically unfit for work
Before joining the DU, a legal framework is provided by the CDG in conjunction with the territorial employer. It will be checked that the statutory status of local authority employees allows them to take the training course. Recognition as a disabled worker will also be a mandatory prerequisite.

The SEMA University Diploma is available as part of a Continuing Education programme, a Validation des Acquis de l’Expérience (VAE) programme or a Validation des Acquis Professionnels et Personnels (VAPP) programme.
