Refining the skills that are essential if you are to move into a management position within a public authority, or consolidating what you have learned professionally in order to progress in your career: these are the objectives of the two specialisations in the Master 2 Public Management programme, which students can choose from depending on their career path.
The Master’s in Public Management provides a professional training programme that enables students to take up category A positions in the civil service and to become operational in general administration, management and administrative service management functions.
The Master 2 programme is organised around two types of pathway which meet different training objectives.
The Management of Administrative Services (GSA) programme is designed to train managers of administrative services to be immediately operational, with a particular emphasis on the use of legal and administrative knowledge. At the end of their M2 course, students will be able to find and mobilise resources to solve the practical problems they will have to face when they take up a position in the Administration. In order to achieve this objective, the teaching usually takes the form of solving practical cases, and the examinations also take this form.
The Management of Public Organisations (MOP) programme focuses on the team management and change management issues facing public sector executives. It draws on a range of management science disciplines such as human resources management, public marketing, public finance, strategic management, etc. To contribute to this objective of training managerial staff, the teaching method places great emphasis on case studies, individual work or work carried out in groups. These assignments, which are used to test knowledge, form part of an overall approach aimed at producing the final dissertation.
The M2 Gestion des Services Administratifs is part of the Lorraine ‘Classes Talents’ equal opportunities scheme run by the Institut Régional d’Administration de Metz (IRA), which provides students with support in preparing for category A competitive examinations and an annual grant.
Objectives
In the second year of the Master’s programme, the “Administrative Services Management (ASM)” pathway offers students, mainly those on initial training, the opportunity toacquire the professional skills required of those in charge of services in government departments and local authorities. These skills relate to cross-disciplinary areas (administrative management of legal operations, financial and budgetary management, human resources management, etc.). The aim is to train managers and heads of functional departments, with particular emphasis on the use of legal and administrative knowledge.

Holders of a Master’s degree in Public Management will have mastered :

The Master’s programme is professionalised by means of a 3 to 6 month work placement or a sandwich course in a public administration, as well as by the involvement of professionals from the public sector.
In the M2 GSA Track, classes are grouped over 2 days/week. Blocked weeks are scheduled solely for courses. The work-study schedule is 3 days in the administration (Monday, Tuesday, Wednesday) and 2 days at IAE Nancy (Thursday, Friday).

What happens after the Masters in Public Management?
Holders of a Master’s degree in Public Management can manage the administrative and/or financial department of a local authority, a State administration, a public institution or an organisation working in conjunction with them (legal or operational department), supervise the work of category B and C administrative staff, analyse and summarise legislative and regulatory documents for senior managers in local authorities, State administrations, public institutions or for senior managers in organisations working in conjunction with them. They are in direct contact with elected representatives to implement public policies and with companies, businesses or individuals that are partners of public authorities. They carry out research, using legal databases in particular, and draft memos for public authority staff or employees of organisations working with them.

There is the possibility of a gap year between M1 and M2 to perfect knowledge of a foreign language and/or strengthen professional experience.
Student exchange programmes (Erasmus +, bilateral programmes) enable students to gain international experience as part of their university studies. They also prepare qualified young people with an open mind and cross-cultural experience for a career in an increasingly international environment.
IAE NANCY has around forty agreements with foreign universities. Every year, around 30 IAE NANCY students spend an academic semester abroad.

For European students undergoing initial training, registration fees for national diplomas are set annually by ministerial decree. In 2026, they will amount to :

There is also a Student and Campus Life Contribution of €105 in 2025/2026. This contribution must be paid by students not receiving a grant to cvec.etudiant.gouv.fr
